i have googled everything i can possibly think of but i cannot seem to find where or how to install the php extension soap module on my mac mountain lion os

You can try follow this blog post http://blog.pagebakers.nl/2008/12/17/installing-php-soap-extension-on-leopard-10-5-5/ but download PHP version that is installed in your system instead PHP-5.2.6 mentioned in post.
